This study investigates the critical role of municipal support in fostering social capital for Work Integration Social Enterprises (WISEs) in a medium-sized Swedish municipality. Drawing on semi-structured interviews with five WISE managers and two municipal officials, we employ a qualitative thematic analysis to examine how municipal actors facilitate network building, enhance legitimacy, and promote knowledge exchange. Our findings reveal four interrelated themes: (1) Social Networks and Resource Mobilization, whereby the municipality acts as a bridge to local businesses and institutions; (2) Community Engagement and Social Impact, highlighting reciprocal bonds and broader societal benefits; (3) Trust-Building and Legitimacy, where institutional endorsement underpins WISE credibility; and (4) Knowledge Exchange and Innovation, facilitated through regular workshops and informal interactions.

We identify that continuous contact with municipal stakeholders and strategic guidance, and entrepreneurial boundary-spanning are essential for sustainable WISE development. Despite challenges, including societal prejudices and the need for organizational professionalization, our study demonstrates that targeted municipal support significantly enhances WISEs’ capacity to balance economic viability with social mission. We conclude that long-term strategic partnerships and formalized support structures are vital for scaling WISE impact and recommend future research on rural contexts and beneficiary perspectives, with focus on the social capital of both municipality officials and WISE managers.
